United States Senate Youth ProgramUSSYP

The United States Senate Youth Program (USSYP) was created by Senate resolution in 1962. Each state sends just 2 student leaders, and the 104 delegates spend a week in Washington. The Hearst Foundations cover all costs, and each delegate receives a $12,500 college scholarship.

Juniors or seniors who hold an elected or appointed student leadership position for the entire school year. Students who graduate at the end of the fall term, past delegates and past USSYP scholarship recipients are not eligible

Applicants must be US citizens or permanent residents at the time of application; non-citizens must already hold a green card (I-551). Students must attend a public or independent high school for the full year in the state where a parent or guardian lives; California applicants must live in California and attend a California public or independent high school for all of 2026–27.
Cost
The Hearst Foundations pay for all travel, hotel and meals. Each delegate also receives a $12,500 undergraduate scholarship, which requires attending the full Washington Week. The About page still shows the older $10,000; the home page and official rules say $12,500.
Dates and format
One week in Washington, D.C. The 65th Washington Week runs March 6–13, 2027. Delegates hear policy addresses by senators, cabinet members and federal agency heads, and usually meet the President and a Supreme Court Justice.
Application dates
California's nomination deadline for the 2027 program is 3 pm on October 7, 2026. Students must be nominated by their principal and cannot apply directly. Each state must send its 2 delegates and 2 alternates to The Hearst Foundations by December 1, 2026.
Application materials
In California, the principal nominates up to 2 students per school; nominees submit an application questionnaire and take a test; finalists have Zoom interviews in mid-November, and the 2 delegates are announced in early December. Many other states use a public affairs test written each year by a political science professor and may add essays or interviews.

About USSYP

The United States Senate Youth Program (USSYP) was established by Senate resolution in 1962 and is fully funded by The Hearst Foundations. It is open to juniors and seniors who hold student leadership positions. Delegates spend a week in Washington, D.C., known as Washington Week, hearing senators and cabinet members speak, and usually meeting the President and a Supreme Court Justice. The 2027 Washington Week runs March 6–13, outside the summer.

USSYP selects 2 delegates each from every state, the District of Columbia and the Department of Defense Education Activity (DoDEA), 104 in total; admission rates are not published. California students must be nominated by their principal, up to 2 per school, and go through a test and mid-November Zoom interviews before results come out in early December. Applicants must be US citizens or permanent residents who already hold a green card. The foundation covers all costs, and each delegate receives a $12,500 college scholarship.

USSYP values positions in which a student represents classmates and serves others, not club titles or competition results. EDUBUS recommends planning a student government or class office in sophomore year so the position covers all of junior year.

How to Apply to USSYP

  • California's 2027 nomination deadline is October 7, 2026, and only principals can nominate. A junior who misses it can try again as a senior, provided they hold a qualifying position for the full year.
  • The list of qualifying positions is narrow: student body and class officers, student council representatives, honor society officers and similar roles. Debate or Model UN captains and founders of self-created clubs do not count, so plan a student government or class office run in sophomore year.
  • Most states include a public affairs test. Review US government, history and current events in advance, and be ready to explain whom you represent and how you have served them.

How does an Irvine public high school student get nominated for USSYP?

California students cannot apply directly; they must be nominated by their high school principal, up to 2 per school. An Irvine student should first confirm that their position qualifies, then tell the principal or counselor they are interested. California's 2027 nomination deadline is 3 pm on October 7, 2026.

Can green-card holders apply to USSYP?

Yes. Applicants must be US citizens or permanent residents at the time of application, and non-citizens must already hold a green card (I-551). A student who does not yet have the card when applying is not eligible.

Which positions qualify for a student at an Irvine high school?

Qualifying positions are student body president, vice president, secretary or treasurer; class officers; student council representatives; honor society officers; and student representatives to local, district, regional or state organizations approved by the state selection administrator, all held for the full year. Debate, Model UN or Mock Trial captains and officers, founders of self-created clubs, and Boys State or Girls State attendance do not count. Irvine students can check their own roles against this list.

Does USSYP cost anything?

No. The Hearst Foundations pay for travel, hotel and meals, and each delegate receives a $12,500 college scholarship, which requires attending the full Washington Week.
