The UC Irvine Office of Undergraduate Admissions estimates that a California resident starting in 2026-27 will spend $50,130 for one year living off campus, $45,206 living on campus and $36,605 living at home; nonresidents add $39,270 in nonresident tuition and fees. The tuition portion is governed by the University of California Tuition Stability Plan, which sets each entering class’s rate and holds it flat for up to six years. For Irvine families, housing and living costs now exceed tuition and fees and are the part of the total that varies most.

UC Cost of Attendance: What Happened

As reported by EdSource on October 26, citing The New York Times, the annual list price for California residents at several University of California campuses has passed $50,000, including UC Irvine and UC Santa Barbara. The report also notes that most students receive financial aid and pay less than the list price, and that the list price includes health insurance that many students do not need to buy.

The “list price” here is the cost of attendance: the school’s estimate of one year’s total spending, including tuition and fees, housing and meals, books, transportation and personal expenses. It is not what a family will ultimately pay. The University of California and UC Irvine each publish this estimate, on different bases:

  • UC Admissions publishes a systemwide estimate for students entering in 2027-28, which applies to current high school seniors.
  • The UC Irvine Office of Undergraduate Admissions publishes a campus budget for students entering in 2026-27, which applies to students who enrolled this fall.

UC Irvine 2026-27 Budget: Three Housing Options Differ by $13,525

UC Irvine estimates costs separately for students living at home, on campus and off campus. Fees are the same in all three columns; the entire difference lies in living costs.

Item (2026-27, California residents) Living at home Living on campus Living off campus
Books and supplies $1,512 $1,512 $1,512
Housing $8,789 $12,053 $22,541
Food Not listed separately $7,323 Not listed separately
Personal $3,132 $2,801 $3,290
Transportation $2,883 $1,228 $2,498
Living-cost subtotal $16,316 $26,467 $29,841
Systemwide Fees $15,588 $15,588 $15,588
Campus Fees $4,701 $4,701 $4,701
Total $36,605 $45,206 $50,130

Three points stand out:

  • The off-campus living-cost subtotal of $29,841 is higher than total fees of $20,289, and the housing line alone, $22,541, is also higher than total fees.
  • UC Irvine treats university apartments such as Las Lomas, Arroyo Vista and Vista del Campo as on-campus housing.
  • Nonresidents add $39,270 to the figures above, bringing the off-campus total to $89,400.

UC 2027-28 Systemwide Estimate: The Figures for Current Seniors

UC Admissions estimates one year’s cost for students entering in 2027-28 on a systemwide basis, without campus detail. These figures apply to students entering in fall 2027, who are submitting applications now.

Item (2027-28 estimate) California resident, on campus California resident, off campus Nonresident, on campus
UC Tuition $16,278 $16,278 $57,300
Campus fees $1,900 $1,900 $1,900
Campus housing and meals $21,700 — $21,700
Health insurance allowance/fee $3,900 $3,900 $3,900
Off-campus housing and meals — $20,400 —
Books and supplies $1,400 $1,400 $1,400
Personal and transportation $3,900 $4,800 $3,900
Total $49,078 $48,678 $90,100

The nonresident tuition of $57,300 already includes Nonresident Supplemental Tuition. The University of California states that actual costs vary by campus and by individual, and that these are systemwide estimates. The systemwide table uses campus fees of $1,900, while UC Irvine’s own table lists campus fees of $4,701, so the campus’s own budget should be used when estimating the cost of a specific campus.

The UC Tuition Stability Plan: Rate Set at Entry, Flat for Up to Six Years

The University of California Board of Regents approved the Tuition Stability Plan in summer 2021, beginning with students entering in fall 2022. The rules are as follows:

Topic Rule
How the rate is set Each entering class is charged according to its first term of enrollment, and tuition then stays flat
Length of the guarantee Six consecutive academic years counted from the fall term of first enrollment; for example, students entering in fall 2025 or spring 2026 keep their rate through spring 2031
Increase formula The three-year rolling average of the California Consumer Price Index plus 1 percentage point, with total increases capped at 5%
Fall 2026 entering class About $654 more than the prior tuition, an increase of 4.4%
Who is covered First-year and transfer undergraduates; both California residents and nonresidents
Charges held flat Tuition, the Student Services Fee and Nonresident Supplemental Tuition
Leaves Leaves of absence and withdrawals count toward the six years
After six years Students with an extraordinary circumstance may appeal to their campus; otherwise each additional year is charged at the oldest unexpired rate
Next review The Board reauthorizes the plan in July 2033, with any changes applying from 2033-34

Under the same rules, students entering in fall 2027 would keep their tuition rate through spring 2033. The University of California states that the tuition guarantee applies whether or not a student qualifies for financial aid.

What UC Cost of Attendance Means for Irvine Families

Tuition and fees are held steady by the Tuition Stability Plan and change little over four years; housing and living costs are not locked and, in a high-rent area such as Irvine, are often the largest part of the total. Irvine families can approach the estimate in three ways.

Living at home versus on campus. An Irvine student who attends UC Irvine and lives at home has an estimated 2026-27 total of $36,605, which is $13,525 less than living off campus. Most of that difference comes from housing.

List price versus net price. The budget figures are list prices before aid. The UC Irvine Office of Undergraduate Admissions states that most of its students receive some combination of grants, scholarships, loans and work-study, so the actual amount should be confirmed with a net price calculator and the financial aid offer.

Nonresidents and international students face the largest gap. Nonresidents pay about $39,270 more per year (UC Irvine 2026-27 figure), a substantial amount over four years. International families should include this difference in their overall budget when building a college list.

EDUBUS Recommendations on UC Cost of Attendance

Compare campuses individually, not only systemwide figures. UC Irvine’s campus fees of $4,701 are higher than the $1,900 in the systemwide estimate. EDUBUS recommends checking each campus’s own budget on the college list and comparing it with private universities’ net prices.

Estimate tuition and living costs separately. Tuition is locked at entry and can be estimated as the entering-year amount times four years; housing and living costs are not locked and should be budgeted with annual increases in mind.

Apply for aid alongside admission. Key facts on University of California aid are in the EDUBUS brief 52% of UC California Undergraduates Pay No Tuition; state FAFSA deadlines are in FAFSA Is Open, California Deadline March 2; and how to use a net price calculator is in Run the Net Price Before Early Decision.

Factor cost into the college list and application rounds. Whether to apply under binding Early Decision depends directly on whether the family can afford the school. For balancing University of California, California State University and private university applications, see the EDUBUS university admissions planning service.
